The material defined by this specification is a paint system for
organic zinc rich base coat with a black thermoset sealer topcoat.
The two coat paint system is applied by immersion to L.C. steel.
Prior to application of the paint system, the base steel is cleaned
and pretreated with an iron phosphate immersion process.
